Summary
The Department of Veterans Affairs (VA) engaged the Craddock Group to perform capital investment analysis studies in multiple markets to inform the agency’s long-term capital investment plans. Since 2018, the Craddock Group has been engaged on 13 market studies, supporting VA in right-sizing their healthcare infrastructure to meet modern healthcare building standards, changing Veteran demographics and workload, and agency-wide strategic goals.
The Craddock Group performs rigorous healthcare and investment analysis of the subject medical center and surrounding healthcare market to develop alternatives that address identified healthcare needs. The Craddock Group engages VA stakeholders from every level of the agency, from physicians at medical facilities to central office leadership, and consolidates findings to inform executive level decision-making. For each study, the Craddock Group collaborates with a diverse set of teaming partners and subject matter experts.
Approach
1. Healthcare and Space Planning.
Perform thorough clinical analyses of the medical center and surrounding healthcare market. Develop a Service Delivery Plan that outlines the types and volumes of services required to meet Veteran demand. Generate space plans to align with the proposed clinical program for each alternative considered.
2. Real Estate Analysis and Site Planning.
Conduct real estate market research to identify available sites to accommodate identified clinical needs. Each selected site undergoes a thorough analysis to identify real estate characteristics relevant to VA’s needs, as well as an evaluation of the site’s physical amenities and environmental conditions. Develop blocking and stacking plans, 3D models, and phasing plans for each proposed investment option.
3. Cost Estimating and Financial and Risk Analysis.
Develop detailed construction cost estimates for site and building options. Develop comprehensive risk registers and 30-year economic analyses to accurately compare investment options.
4. Report Development.
Prepare an executive level presentation and report, summarizing the results from the options analysis. Utilize innovative graphics and data visualizations to illustrate study results and convey key drivers. Prepare and present executive brief to VA leadership.
